TWOP’s Policy Bank is an attempt to do something unfashionable in UK politics: to think seriously about policy without pretending certainty, without sticking to tribal guardrails and without trying to provoke reactions. Instead we aim to set out policy ideas from the fresh perspective of the very youngest cohort of UK voters, currently aged 16-25.
These are therefore draft UK policy ideas, covering areas such as health, education, housing, the economy, taxation and the constitution itself. Each section is intended to function as a working document rather than a manifesto, or a set of promises. The ideas collected here are intentionally not final, not complete and open to criticism.
The policies outlined are starting points for discussion, revision and improvement.

Everyone aged 16–21 should be offered at least one paid, month-long work placement, organised through their schools, colleges, or local authorities.
Extend surgery opening hours through evenings and weekends. Mandate digital booking across GP practices. Tie surgery funding to patient access.
Introduce enhanced support in the first 12 months of unemployment, but taper payments by 5% per month after six months entitlement.
Replace currently appointed second chamber with a Senate of 100 Voting Lords elected by party list proportional representation with 25 members elected every year.
